Joint Office

​​​​​​​In efforts to implement the decision from Sihalshamekhat held at Sultan Qaboos University on January 2015 pertaining to following:​​


​R​esolution Statement ​​

Establish a joint office at Riyada with representatives of concerned authorities to follow up on late payments for small and medium enterprises​​​​​​

Joint office was established at Riyada office in Ghala.  A mechanism of reporting process has been concluded, including the following office parties:​

  • ​​Public Authority for the development of small and medium enterprises (Riyada).
  • Ministry of Finance
  • State Audit Institute
  • ​​​​​​​​​​​​​​​​​​ Joint Office Fun​​ctions
        • ​​Develop adequate procedures and mechanisms in coordination with specialists at the Ministry of Finance and Riyada in order to accelerate payments owed to small and medium enterprises
        • Receive complaints from SMEs on the delayed payments through Riyada portal, email or vising the Joint office.
        • Coordinate on complaints received with concerned ministries and government units through the department concerned to those authorities to speed up the process of payment, and find solutions to any problems related to delay repayment.
        • Coordinate with private sector companies to resolve complaints received from small and medium-sized enterprises and related delays in dues.
        • Visit government agencies and private sector companies to raise awareness of the importance of speeding up the payment of SMEs process, and develop mechanisms and procedures that guarantee payment in deadlines.
        • Prepare reports on the number and nature of complaints from SMEs and actions taken to resolve them, including uncooperative agencies and departments with the joint office, and submit reports to the Chief Executive Officer of Riyada.

          Service Description​​​
          Receive complaints and follow up on late payments in exchange payment for small and medium enterprises​
          Terms & Conditions Mechanism
          • This service is offered to SMEs registered with Riyada
          • Complaints will only be received after 28 days from SME submitting invoice and payment delayed
          • Complaints are received SMEs on the delayed payments through Online form on Riyada Portal or by e-mail or visit the branch.
          • Complaints should be filed using the Complain form available on Riyada portal
          • Request is completed after submitting following documents:

          The joint office employee shall:​

          • Receipt the complaint from the SME on delayed payments through Online form on Riyada Portal or by e-mail or visit the branch.
          • Study the complaint and review all documents.
          • Communicate to applicant in case of missing document to complete documents within 5 business days, failure to respond or complete document will lead to cancelation of the request.
          • Communicate with government agencies and follow-up on the case to determine the reasons for the delay and the payment period
          • Report unresponsiveness of government agencies beyond two weeks to the Chief Executive Officer for direction.

                Service Description​​​
                This service is offered to existing SMEs whereby Riyada issues or renews letters that prove that the SME is registered with Riyada, subject to the fulfillment of certain requirements and documentation. ​

                • The institution has to b​e classified as an SME with no more than 99 employees 
                • ​​Absence of foreign ownership 
                • Original documents: commercial register and National ID card must be presented i​n order to receive the registration letter

            • Oblige government agencies payment of dues for small and medium enterprises within a period not exceeding (28) days after the completion of the necessary documents through the introduction of specific payment procedures. ​​
